In Shivering Isles: Sheogorath has a plan for how all who reside in the Isles should live and die. He mocks the inhabitants for their failings and curses the souls of every single person present, attackers, defenders and uninvolved inhabitants to eternally relive their last moments so as to never be free of their failure. When the city is destroyed, Sheogorath appears to the dying Count. When his own turn comes, Sheogorath simply cuts off the connection and does nothing, the artist is eventually driven insane from going from someone comnuning directly with a deity to silence, publicly commits blasphemy in a rage and is executed for it. Vaermina forms a mental connection with him, cursing him with horrific nightmares but also granting him divine inspiration that allows him to craft stunning art that makes him famous. Sheogorath makes a wager with Vaermina to see who could have the greater influence over the mind of an artist. The story ends with Sheogorath walking off carrying the hero's still living head as the latter begs his father for salvation that won't come. Sheogorath uses a cursed artifact to drive a noble orcish hero (who is also Malacath's son) into an uncontrollable frenzy that makes him brutally kill another orc, he than tricks Malacath into killing said son for this deed and agreeing for the soul to spend eternity in the Shivering Isles. Ravate is eventually driven insane with fear and paranoia of what Sheogorath might do. Though the mage has no wish to participate, Sheogorath makes all gateways leading out of his realm disappear and makes leaving through magic impossible, forcing him to endure the test. When the wizard Ravate asks him for greater magical power, Sheogorath challenges the mage to stay and not be driven insane if he wants his prize. Sheogorath tore apart a woman he heard singing and made the first musical instruments out of her bones, he also cursed an entire kingdom to have every child born insane from that point on because the king offended him, eventually ending in the kingdom being destroyed in a cannibalistic frenzy and the prince killing his father and building himself into a room with no exit to starve.
